2005 Projects
The Ohio Department of Development has approved the city’s request for a waiver to use $150,000 of Community Development Block Grant program funds for various qualified activities including; the resurfacing of streets, the demolition of a substandard structure and the preparation of a Community Housing Improvement Strategy and Community Housing Improvement program grant application.

Plans and specifications are currently being prepared for the 2005 Street Improvement Program.  The program will go to bid June 30, 2005 and a contract awarded soon after the July 22, 2005 bid opening date.

The preparation of a Community Housing Improvement Strategy (CHIS) is required before the city can apply for housing rehabilitation funds in 2006.  The CHIS must be completed and submitted to the Department of Development in November.  A Request for Qualifications has been prepared soliciting proposals from various consultants to provide the necessary services.  I hope to have a consultant selected by July 15, 2005.

The 2005 Street Crack Sealing Program contract has been awarded and work is expected to begin by the first of the month.

The CDBG Downtown Curb/Sidewalk project has been awarded.  Work is expected to begin by July 1, 2005.  The engineer expects the project shouldn’t take more than a week to ten days to complete. 

The Clean Ohio Assistance Fund application for $603,000 in funding to perform environmental remediation on the former coke works site is currently being reviewed by the Office of Urban Development.  They have informed me the review is going well and  hope to have it completed by August.

Construction is expected to begin on the Beechwood/Lakeshore Storm Water Management Project by mid-July.

I expect to execute contracts with the Ohio Public Works Commission for the replacement of the secondary clarifiers at the WWTP in July.  The engineer has started on the plans and specifications for the project.

The study and design of the Midlothian Sanitary Sewer Project has been completed and a request for a Permit to Install (PTI) has been submitted to the OEPA.  Once reviewed and approved the project can move to bid

The estimated total for all projects is $1,650,000.  Of that amount approximately $178,000 is being provided from local funds and $1,472,000 by other funding sources.

Personnel
Mr. Nick Johnson has been appointed to the position of Fire Engineer and Mr. Matt Haus to the position of Patrolman to replace personnel in the Fire and Police Departments.  Both have served in the respective departments in part-time capacities and are fully qualified.  We congratulate them and look forward to working with them.

Community Scrap Tire Drive
Residents of the city will have the opportunity to dispose of scrap car and light truck tires on Saturday, June 25, 2005 from 10:00 a.m. to 4:00 p.m. behind the City Hall.  Cost is $.50/ tire ($1.00 if on a rim).  Residents must show identification to participate.  The program is being funded, in part, by a grant from the Green Team.

Legislation
I am requesting item #2 on the legislative agenda be sent to a third reading.

The administration is currently researching a possible amendment for Council’s consideration that would clarify and strengthen enforcement provisions.
