LEGAL NOTICE

Notice is hereby given that an original examination will be conducted by the Struthers Civil Service Commission to establish an eligibility list for the position of Patrol Officer in the Struthers Police Department. The first year Probationary salary is $38,446.97/year.

1. The examination is open to all citizens of the United States of America who have attained the age of 21 years and not more than 35 years, and who have completed the Ohio Peace Officer Training School and/or the equivalent from another state which has reciprocity with Ohio, and who hold a current Ohio Peace Officer's Training Council Certificate and/or an equivalent certificate. Each applicant must furnish a valid Ohio Driver’s License and birth certificate or equivalent documentation certifying his/her dates of birth and citizenship, and a copy of his/her Ohio Peace Officer Training certificate and/or equivalent.

2. All applications for examinations must be made on forms furnished by the Struthers Civil Service Commission. Application forms may be obtained at the Mayor's office, located at 6 Elm Street, Struthers, Ohio. Said forms may be picked up between the hours of 9:00am and 3:00pm, Monday through Friday, beginning at 9:00am, Tuesday, June 9 2020. All forms must be returned by the applicant to the clerk no later than 3:00pm, Tuesday, July 7, 2020 in the City of Struthers Mayor’s Office, 6 Elm Street, Struthers, OH.

3. Applicants must be able to read and write the English language and do simple arithmetic problems.

4. The written examination will consist of practical questions relating to matters having a direct bearing on the duties of the position sought and are designed to test the capacity and fitness of the applicant to discharge the duties of said position. This written examination will be administered on Thursday, July 9, 2020 at 6:00pm at St. Nick’s Great Hall located at 764 5th Street in the City of Struthers.

5. The scoring of the written examination will be based on 100%. The value of questions will be weighted to equal 100%. The passing grade will be seventy percent (70%).

6. Applicants who pass the written examination will be required to pass a physical agility test administered by the Struthers Police Department and the Struthers Civil Service Commission. Said agility test will be administered on Saturday, July 18, 2020 at 10:00am, at the Struthers High School Stadium. Location is subject to change due to the weather. Applicants must show official evidence of permission from a physician, MD or DO, to take the agility test. Physical permission slips must be on file with the Struthers Civil Service Commission three (3) days prior to taking the agility test.

7. Applicants having military service must furnish evidence of HONORABLE DISCHARGE when filing the application forms. A bonus credit of twenty percent (20%) of the total passing grade on the written examination will be given for military service.

8. In an effort to compensate members of the Struthers Police Reserves/Part Time Officers for their service to the community and to provide an incentive to prospective Reserve Officers, qualified members of the Struthers Police Reserves will be credited with "bonus" percentage points as follows when taking the Civil Service test for Patrol Officer:
- A. Ten percent (10%) of a passing score on the written examination for the first full year of membership, five percent (5%) of a passing score for the second full year of membership, and two and one-half percent (2-1/2%) for each of the third (3rd) and fourth (4th) full years of membership.
- B. No credit will be given for partial years. Points given must be certified by the Safety Service Director.
- C. To receive credit, applicant must be a member in good standing in the Struthers Police Reserves.
- D. A maximum of twenty percent (20%), as calculated above, may be added to a passing score. These "bonus" percentage points shall not be used in combination with any other "bonus" percentage such as those allowed for military service.

9. The applicants receiving the highest scores on the written examination and passing the physical agility will constitute the eligibility list. Each appointment from this list will be made from one of the applicants made in the top 25% of the eligibility test. However, in the event of ten or fewer names are on the eligibility list, the appointing authority may select any of the listed applicants.

10. Any applicant from said eligibility list who is to receive an original appointment to the Struthers Police Department must have reached the age of 21 years and must not be older than 36 years of age.

11. No applicant will be eligible to receive an original appointment on or after his thirty-sixth (36th) birthday.

12. Those receiving an appointment as a Patrol Officer in the Struthers Police Department have to establish legal residency pursuant to Ohio Revised Code.

Notice is hereby given that an original examination will be conducted by the Struthers Civil Service Commission to establish an eligibility list for the position of Utility Assistant Maintenance Man in the Wastewater Treatment Plant on Monday, October 5, 2020 in the Struthers High School, Cafeteria, on Morrison Street, Struthers, Ohio beginning sharply at 6:00 PM.

1. The examination is open to all who are 18 years of age or older and are citizens of the United States. Applicants may be required to follow residency laws applied by the State of Ohio Revised Code.

2. Application for the examination must be on forms furnished by the Commission. Forms may be picked up starting Monday, September 14, 2020 from 8:00 am – 4:00pm at the Struthers Mayor’s Office, 6 Elm Street, Struthers, OH and must be returned in person to the Mayor’s Office no later than 3:00 PM on Thursday, October 1, 2020 to the above office.

3. The scoring of the examination is based on 100%. The value of questions will be weighted to equal 100%. The passing grade will be 70%.

4. The examination will consist of written questions relating to the duties of the position sought and designed to test the capacity and fitness of each applicant to perform the duties of said position. The examination will be administered on Monday, October 5, 2020 at 6:00 PM in the Struthers High School Cafeteria; located at 111 Euclid Ave. in the City of Struthers.

5. Applicants must have a high school diploma or the equivalent and must submit a copy of the diploma (or transcript) or of GED certificate. In addition to being able to read and write the English language, the applicants must be able to do simple mathematics. Applicants must be physically qualified for the duties they are to perform, and must qualify as per Civil Service Rules.

6. Any applicant having military service must present evidence of an honorable discharge. A credit of twenty percent (20%) of a passing grade will be given for military service. A copy of the Honorable Discharge or DD214 must be submitted with the application.

7. Applicants must furnish a copy of a certified birth certificate and the equivalent (Valid Driver’s License).

8. Applicants are required to obtain a CDL Class B License within 1 (one) year of hiring date at applicant’s own expense.

9. Job descriptions will be furnished with the application.

10. No applications will be accepted until all documentation required is completed and attached.

11. Salary for the first-year probationary is $42,161.60

Each applicant must furnish a birth certificate or equivalent documentation certifying his/her date of birth and citizenship, high school diploma or equivalent and a valid driver’s license.

2. All applications for examinations must be made on forms furnished by the Struthers Civil Service Commission. Application forms may be obtained at the Mayor's office, located at 6 Elm Street, Struthers, Ohio. Said forms may be picked up between the hours of 8:00am and 4:00pm, Monday through Friday, beginning Monday,September 14, 2020. All forms must be returned by the applicant to the clerk no later than 3:00 pm on Thursday, October 1, 2020.

7. Applicants having military service must furnish evidence of Honorable Discharge when filing the application forms. A bonus credit of twenty percent (20%) of the total passing grade on the written examination will be given for military service.

In an effort to credit volunteer members of the Struthers Fire Department for their service to the community and to provide an incentive to prospective volunteer firefighters, qualified members of the Struthers Fire Department will be credited with "bonus" percentage points as follows when taking the Civil Service test for Fire Engineer:
- A. Ten percent (10%) of a passing score on the written examination for the first full year of membership, five percent (5%) of a passing score for the second full year of membership, and two and one-half percent (2-1/2%) for each of the third (3rd) and fourth (4th) full years of membership.
- B. To receive credit, an applicant must be a member of the Struthers Fire Department in good standing. No credit will be given for partial years. The Fire Chief shall provide a list of members in good standing along with their dates of appointment to the Clerk of the Civil Service Commission. The Safety Service Director must certify points given.
- C. A maximum of twenty percent (20%), as calculated above, may be added to a passing score. These bonus “percentage points shall not be used in combination with any other” bonus percentages such as those allowed for military service.

9. The applicants receiving the highest scores on the written examination and passing the physical agility will constitute the eligibility list. Each appointment from this list will be made from one of the applicants made in the top 25% of the eligibility test. However, in the event of ten or fewer names are on the eligibility list, the appointing authority may select any of the listed applicants.

10. Any applicant from said eligibility list who is to receive an original appointment to the Struthers Fire Department applicant must have reached the age of 18 years and must not be older than 36 years of age. Further, said applicant must, not more than one hundred twenty (120) days prior to receiving such appointment, pass a physical examination given by a licensed physician, certifying that the applicant meets the physical requirements necessary to perform the duties of a Fire Engineer as established by the Struthers Civil Service Commission. The fee for said physical examination shall be paid by the Struthers Civil Service Commission.

11. No applicant will be eligible to receive an original appointment on or after his thirty-sixth (36th) birthday.

12. Applicant must have a valid Ohio Driver’s License.
